U.S. senators
Only states elect U.S. senators. USCIS instructs residents of Washington, D.C. to answer that it has no U.S. senators. Saying that is a correct answer.
Your member of Congress
Washington, D.C. is represented in the House by Eleanor Holmes Norton (Delegate). This member can speak and serve on committees but cannot vote on final passage of bills. USCIS accepts that name, or the answer that Washington, D.C. has no voting representative in Congress.
Governor
D.C. has a mayor, not a governor. USCIS tells D.C. residents to answer that D.C. does not have a governor. Do not give the mayor’s name for this question.
Capital
Washington, D.C. is the capital of the United States, but it is not a state. For this question, USCIS tells D.C. residents to answer that D.C. is not a state and does not have a capital.

I just moved to Washington, D.C.. Which answers do I give?
Give the answers for the place where you live on the day of your interview. You must live in the state or USCIS district for at least 3 months before you file, so your new address should match your application.
Are these questions on the 65/20 test?
On the 2025 test, only the governor question is part of the 20 questions for 65/20 applicants. On the 2008 test, the senator and capital questions are on the 65/20 list.
