Only states elect U.S. senators. USCIS instructs residents of American Samoa to answer that it has no U.S. senators. Saying that is a correct answer.
Your member of Congress
American Samoa is represented in the House by Aumua Amata Coleman Radewagen (Delegate). This member can speak and serve on committees but cannot vote on final passage of bills. USCIS accepts that name, or the answer that American Samoa has no voting representative in Congress.
Governor of American Samoa
The governor of American Samoa is Pula’ali’i Nikolao Pula.
On the 2025 test this is one of the 20 questions for applicants who qualify for the 65/20 exception, so older applicants should know it well.
Capital of American Samoa
The capital of American Samoa is Pago Pago. USCIS tells residents of U.S. territories to name the capital of their territory.
Common mistake: Tafuna is the largest city, but it is not the capital. The answer is Pago Pago.

Are these questions on the 65/20 test?
On the 2025 test, only the governor question is part of the 20 questions for 65/20 applicants. On the 2008 test, the senator and capital questions are on the 65/20 list.
