Only states elect U.S. senators. USCIS instructs residents of U.S. Virgin Islands to answer that it has no U.S. senators. Saying that is a correct answer.
Your member of Congress
U.S. Virgin Islands is represented in the House by Stacey E. Plaskett (Delegate). This member can speak and serve on committees but cannot vote on final passage of bills. USCIS accepts that name, or the answer that U.S. Virgin Islands has no voting representative in Congress.
Governor of U.S. Virgin Islands
The governor of U.S. Virgin Islands is Albert Bryan. U.S. Virgin Islands elects a governor on November 3, 2026. If the office changes hands, the new governor takes office in the following weeks, and the answer changes on that day. Until then, give the current governor’s name.

I just moved to U.S. Virgin Islands. Which answers do I give?
Give the answers for the place where you live on the day of your interview. You must live in the state or USCIS district for at least 3 months before you file, so your new address should match your application.
Are these questions on the 65/20 test?
On the 2025 test, only the governor question is part of the 20 questions for 65/20 applicants. On the 2008 test, the senator and capital questions are on the 65/20 list.
